Afghan MP says Hazaras still aren’t allowed to hold important posts in Afghanistan

Kabul, Afghanistan (Dec 21, 2016):

Hazara Afghan MP, Arif Rahmani has accused the Afghan Government of continuing its [century-old] policy of systemically marginalizing the Hazaras in Afghanistan.

According to Mr. Rahmani, the Afghan government has subjected the Hazaras — which makes at least seven million of Afghanistan’s population and a sizable population in Kabul — to an ‘un-written’ rule where they can only hold ceremonial posts but no important posts in Afghanistan.

The Hazaras cannot become:

  • Interior Minister
  • Deputy Interior Minister
  • Corp Commander of Kabul
  • Police Chief of Kabul
  • Deputy Police Chief of Kabul
  • Chief of any 13 Police zones in Kabul
  • Intelligence Chief 
  • Chief of Anti-terrorism task force
  • Chief of Crimes Bureau 

The Hazaras may hold ceremonial posts such as:

  • ‘Deputy in charge of Logistic Cell’
  • Educational posts where women or a ‘person of humility’ is preferred who won’t make ‘trouble’ for Kabul government 

For these reasons:

  • they are frequent target of terrorism
  • their peaceful demonstrations are targeted by terrorists
  • they are prime target of theft and carefully orchestrated murders
  • their land is confiscated by the powerful land-mafia
  • drugs is openly distributed among the Hazara youngsters
  • they are constantly insulted and harassed in business areas and in government offices
  • Hazara-dominated provinces or localities in any city are systemically neglected and lack even basic services
  • they are subjected to intense discrimination in the university entrance exam (Konkor), International scholarships, and hiring in institutions
  • [despite heavy participation by Hazaras] their votes are not given any importance

افغانستان میں ایک غیر تحریر شدہ قانون کے تحت اس ملک میں بسنے والے کم از کم سات ملین ھزارہ کسی اہم کلیدی پوسٹوں پر نہیں آسکتے جیسے:

– وہ وزیر داخلہ نہیں بن سکتے
– نایب وزیر داخلہ نہیں بن سکتے
– کورکمانڈر کابل نہیں بن سکتے
– کابل پولیس سربراہ نہیں بن سکتے
– کابل ڈپٹی پولیس سربراہ نہیں بن سکتے
– اینٹیلیجنس سربراہ نہیں بن سکتے
– انسداد دہشت گردی فورس کا سربراہ نہیں بن سکتے
– کرائیمز بیورو کا سربراہ نہیں بن سکتے
– کابل کے 133 پولیس زونز میں کسی ایک کا بھی سربراہ نہیں بن سکتے

یہی حال دارلحکومت کابل میں ھے جسکے ستر لاکھ آبادی میں کم از کم بیس لاکھ ھزارہ ہیں وہاں بھی وہ کسی کلیدی بشمول سیکوریٹی عہدے پر فائز ھونے کا تصور بھی نہیں کرسکتے۔ ھاں البتہ:

– ھزارہ کسی لاجسٹک سیل کا نایب سربراہ یا کسی نمایشی پوسٹ پر تعینات ھوسکتے ہیں
– تعلیم کے کسی شعبے کا سربراہ بھی ھوسکتے ہیں۔ پہلی ترجیح کوئی خاتون ھو یا پھرانتہائی عاجزفرد ھو، وہ صرف اپنی تنخوہ اور کرسی کی حد تک رہے

انہی وجوہات کے بنا پر وہ:

– دہشت گردی کے مسلسل شکار ہیں
– انکے پُرامن مظاہرے نشانے پر ہیں
– وہ چوری ڈکیتی، اغوا براے تاوان کے زد میں ہیں اور انکی منظم قتل عام بھی جاری ہیں
– انکے جوانوں میں منشیات کی تقسیم سرعام ھورہی ہیں
– انکی زمینیں اور جایدادیں غصب کیجارہی ہیں
– کوچہ و بازار اور دفاتر میں انکی اذیت و آزار اور توھین معمول ہیں
– انکے علاقے شہری سہولیات سے محروم ہیں
– کانکور، انٹرنشنل اسکالرشپس اور اداروں میں بھرتی کے ضمن میں ان سے امتیازی برتاو، شدت سے جاری ہیں
– انکے ووٹوں کی کوئی وقعت نہیں
