Following is a Farman (speech) of Mulla Umer probably delivered in Feb or Mar, 1999.

The origional document was in Pushtu, which was ditributed among Pushtoon Kuchees (nomads). One of the copy was secured by a Hazara refugee living in Saudi Arabia. This copy is translated and distibuted in a very small number among the Hazara communities.
